If you are looking to import a CSV Drill Plan, you will want to upload the CSV through the Drill Design Module, "Upload Hole Data". This tutorial covers points other than boreholes that may need to be mapped.
Strayos allows its users to import points via a CSV file. These points may come from a GPS or other AutoCAD program as COGO points. To do so, Navigate to the Design and Layers module:
Then scroll to the bottom to "Upload Design Layer"

Here is where you can upload your CSV file. Strayos recognizes the PENZ format, which can be manipulated once uploaded by adjusting the headers:
Make sure the Coordinate System is matched appropriately.
Once uploaded, Strayos will require you to create an Annotation folder (if not already created) to store the points in. This helps organize the data, especially with a large number of points being imported.
Once the Folder is created, you will see your points appear as annotations on the model, where you can edit them as needed.
